It’s always helpful to consult with an attorney regarding a foreign adoption in order to understand what you are getting yourself into, because once you are in a foreign country, you are dealing with the U.S. Embassy and the legal system of the foreign country to finalize the adoption.
The procedures may be different, and for that reason alone it may be advisable to have an attorney who has experience with that Consulate/Embassy. Certainly, in dealing with the other country’s legal system having an attorney familiar with the legal process will be important. You may, for example, need many attorneys to cope with this situation.
The Hague Convention governs how adoptions takes place, but not all countries are signatories to the Hague Convention. In these cases, an experienced immigration attorney may be absolutely necessary. The rules of that country may be so complex and so stringent that you need to make sure you are doing everything properly.
