A: There is no lottery or statutory limit for either E-1 or E-2, or L-1A or L-1B Visa or employees.
The status or Visa is issued on a case-by-case basis. Spouses of L-Visa holders, like the E-1 and E-2 spouses, are also eligible for work authorization.
They are eligible as soon as they enter the United States and once they apply, they should be able to obtain an EAD within 3-4 months, barring any other problems.
