California Assembly Bill (AB) 60 (Chapter 524: Statutes of 2013) requires the Department of Motor Vehicle to issue an original driver license to an applicant who is unable to submit satisfactory proof of legal presence in the United States. Philip Levin & Associates expects this law to assist undocumented individuals, especially those who may not have entered the U.S. legally to obtain a California Drivers License. It may also assist applicants when applying for an immigration benefit when he or she cannot prove their identity.
Applicants will have to prove their identity as well as California residency and, of course, also pass any required tests. But the list of documents to prove both are rather expansive. The California Department of Motor Vehicle has already started to accept appointments for this new process but Driver’s Licenses under this law will not be eligible for issuance until after January 1, 2015.
